2 March 2021 – Ingeborg gave a guest lecture in the CEU (Central European University) course SDGT Sustainable Development and Global Transitions, chaired by Prof. Laszlo Pinter. She presented how SDG implementation works in practice in Europe. On the basis of the SDG study for the EP (2019) she gave an overview of Europe’s approach to implementing the SDGs, illustrated the analytic framework for analysing the governance for SDG implementation and illustrations, and presented country highlights.
Postponed – The 2021 United Nations Public Service Forum (UNPSF) which was announced to place in Dubai, United Arab Emirates from 13 to 15 December 2021, under the theme “Innovating the Future Public Service: New Government Models for a New Era to Reach the Sustainable Development Goals”, has been cancelled due to Covid-19. 30 NOV 2021 – At the 2021 annual conference of the European Sustainable Development Network in Ljubljana, Louis Meuleman gave on 30 November a guest presentation during Leida Reinhout’s presentation on Policy Coherence for Sustainable Development; he gave a preview from ps4sd’s report on PCSD made for the European Commission, DG REFORM.
25 NOV 2021 – At the conference Fit for recovery and transition: Supporting quality of public administration in the EU Member States, organised by the European Commission, Louis Meuleman moderated a (virtual) session on Public Administration and Governance for Policy Coherence and the SDGs, with speakers from UNEP, Finland, Italy, Romania and the European Commission. 3 NOV 2021 – At the 36th edition of the Inter-Ministerial Management Course (IML) organised by the Netherlands School for Public Governance (NSOB) in The Hague, Louis Meuleman presented and discussed with participants on the concept of metagovernance.
28-30 OCT 2021 – Louis Meuleman participated and spoke at the Workshop on Accelerating the Implementation of the 2030 Agenda and AU Agenda 2063 in Africa: Building Resilient Institutions for the SDGs in the time of COVID-19, organised by the African Union and UNDESA, in Cape Town, South Africa.
28 SEPT 2021 – Louis Meuleman gave an online guest lecture on public administration and governance for the sustainable development goals, at the School of Governance and Politics of the MGIMO University in Moscow.
11/12 OCT 2021 – The government of Cyprus is developing an SDG Action Plan, with on 11 and 12 October a workshop with key stakeholders. As governance expert and part of a UNITAR project team, Louis Meuleman will co-moderate and speak at the workshop which takes place in Cyprus.
AUG 2021 – In a column in the PA Times of the American Society for Public Administration, Mauricio Covarrubias concludes that national leadership and coordinated action will remain critical and require metagovernance. “Challenges such as COVID-19 make it necessary to focus attention on a meta-level governance in which governments must demonstrate the ability to join together the multiplicity of organizations and interests to form a coherent policy fabric. (See: X. Wu, M. Ramesh & M. Howlett’s 2015 work, “Policy capacity: A conceptual framework for understanding policy competences and capabilities.” Similarly, Louis Meuleman, Vice Chairman of the United Nations Committee of Experts on Public Administration (CEPA), in his book Metagovernance for Sustainability: A Framework for Implementing the Sustainable Development Goals, argues that complex political challenges require meta-governance based on systems thinking, a comprehensive approach (taking into account all relevant aspects) and also a holistic view. JUL 2021 – On 22 July 2021, the UN ECOSOC Council approved the nomination by UN Secretary General Mr António Guterres to appoint Louis Meuleman for a 2nd term of 4 years as member of the UN Committee of Experts on Public Administration (CEPA).
