A conference paper by Ingeborg niestroy and Louis Meuleman presented at the PUBSIC conference (5-7- February 2025 in Utrecht, the Netherlands, using the ‘multiplex governance’ perspetive, comes to the conclusion that the so-called ‘twin transition’ on green and digital objectives does not really deliver in the EU Mission Cities Programme, where the climate perspective dominates and digital is only seen as facilitating this.
